Capital Outlay Committee

Overview

The Capital Outlay Committee is comprised of seven members: two are from and chosen by the Finance Committee, two are from and chosen by the Planning Board, and two are appointed by the Board of Selectmen for one-year terms. The Collector/Treasurer is the seventh and only permanent member.

The Capital Outlay Committee was established to:

  • Prepare and submit to the Board of Selectmen and the Finance Committee a capital outlay program for the Town
  • Review and make recommendations on all Capital projects that had a greater than a $15,000 value with a life expectancy of five years or more
  • Provide a required recommendation on all Capital projects costing over $35,000, before a 2/3 vote at the Annual Town Meeting to withdraw funds from the Capital Trust Fund

Purpose

The Capital Outlay Committee also works to prepare and annually update a five-year schedule of expenditures on real estate, facilities, equipment, and public works that individually meet or exceed an amount of expenditure the Committee determines shall classify them as items of capital outlay.

The five-year schedule shall include (but is not limited to):

  • A list of capital outlay items or projects
  • The department and point of contact
  • Project type and description
  • The cost of such items and a financing plan for the total capital outlay expenditures (that includes portions to be funded from bonded indebtedness, from the annual operating budget, and from other sources)
